PUBLIChEALTH SERVICES N_U.Iov
SAN JOAQUIN COUNTY z:
ENVIRONMENTAL HEALTH DIVISION ' {
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. WEST MOJAVE
PHOENIX AZ 85031
RE : SWIFT TRANSPORTATION SITE CODE: 1075
781 Swift Way
Stockton, CA 95206
San Joaquin County Public Health Services, Environmental Health
Division (PHS-EHD) has reviewed the "Quarterly Status Report-
First, 1996" as submitted by Wallace-Kuhl & Associates and has
the following comments .
Due to pending off-site encroachment permitting delays, this site
failed to submit quarterly monitoring reports for the second,
third, and fourth quarters of 1995 . PHS-EHD has discussed this
problem with your consultant, Kurt Balasek, and has concluded
that this was a one-time problem and it will not re-occur in the
future .
At the very least, FHS-EHD will require gradient information to
be submitted for review and evaluation every quarter.
Currently groundwater below this site has risen above the
monitoring well screened intervals . There are two options
currently available for this site . One option is to replace the
affected wells with new monitoring wells screened above current
groundwater level .
Another option, but unfortunately not as successful , is a strong
pumping event that draws the surface of the groundwater down
below the screened interval long enough to allow the surface
groundwater to enter the casing and be sampled before it rises .
One drawback is the production of much greater amounts of purge
water that will need to be properly handled and disposed of .
If groundwater levels remain above the screened interval for
longer than a full hydrogeolical year without successful pumping
events, PHS-EHD will require replacement wells to be installed.
A Division of San Joaquin County Health Care Services
