TRACY BOULEVARD
TRACY
San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) is the lead
agency providing the oversight of the investigation and cleanup of releases from underground storage
tanks within San Joaquin County. PHSIEHD has a contract with California State Water Resources
Control Board to conduct an underground storage tank corrective action program. The above
referenced site was placed in the PHS/EHD Local Oversight Program (LOP) in December 1989.
PHSIEHD has completed review of the BP Oil correspondence dated December 10, 1996 requesting to
modify the groundwater sampling regime and to discontinue the on site groundwater"pump and treat"
remediation system which began operation in 1992. PHS/EHD has also completed review of the latest
groundwater monitoring report prepared by Alisto Engineering Group dated December 1996.
The proposed modification to the groundwater sampling schedule seems appropriate at this time and
can be implemented. The groundwater treatment and discharge system,"pump and treat', can be
discontinued provided the passive product recovery canister proposed adequately removes liquid
phase petroleum hydrocarbon which has been documented from the UST release (0.03 feet of product
was measured in MW#3 on 10/15/96).
Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California Code of
Regulations, Title 23, Subchapter 16) a quarterly monitoring report shall be submitted to PHSIEHD and
the Central Valley Regional Water Quality Control until the cleanup of the site is deemed adequate.
If you have any further questions regarding this matter, contact Harlin Knoll at (209) 468-3442.
Donna Heran, REHS, Director
Environmental Health Division
A
Harlin Knoll, Senior REHSMargar Lagori., REHS
Site Mitigation Unit Supervisor
cc: SWRCB - Lori Casias
CVRWQCB - Elizabeth Thayer
Alisto - Brady Nagle
BP2375
A Division of San Joaquin County Health Care Services
