12/10/96
Mr.Harlin Knoll
Page 3
As you know, "pump and treat" activities were discontinued at this site during early
1995. Pumping was discontinued because the mass of hydrocarbons extracted was not
significant, and that further pumping would have very little - if any - effect on the
potential for further migration of the hydrocarbon release. Based on the data collected at
thsi site, I believe you can agree that:
• the BP site has been adequately characterized;
• the dissolved hydrocarbon plume is not migrating;
• no water wells, deeper drinking water aquifers, surface water, or other sensitive
receptors are likely to be impacted;
• the site presents no significant threat to human health; and,
• the site presents no significant risk to the environment.
We plan to continue monitoring and product removal until the LPH has been removed to
the extent practicable. At that time, we intend to request a determination for"no further
action" and "case closure" and remove the monitoring wells. Please give me a call if you
have any questions, comments or concerns regarding this approach or any other matter. I
can be reached at (206) 251-0689.
Sincerely,
Scott Hooton
Environmental Remediation Management
attachment
cc: site file
Brady Nagle - Alisto
Elizabeth Thayer - CRWQCB - CVR
