Box 549 <br /> Woodbridge, CA 95258 <br /> NOTICE OF VIOLATION AND REPORT OF RECENT INSPECTION, LODI VINTNERS, SAN <br /> JOAQUIN COUNTY <br /> The disposal of wastewater from wine making operations at Lodi Vintners in San Joaquin <br /> County is regulated by Waste Discharge Requirements (WDRs) Order 93-112. A copy of the <br /> WDRs is enclosed. Lodi Vintners Inc. (Discharger) owns and operates the facility. <br /> On 3 July 2013, Central Valley Regional Water Quality Control Board (Regional Board) staff <br /> inspected the facility to evaluate the condition of the facility and investigate an odor complaint <br /> received by Regional Board staff. During the inspection, Regional Board staff was <br /> accompanied by Neil Overbo, Winemaker, and Evangelos Bagias, Assistant Winemaker. The <br /> following summarizes discussions and observations made during the inspection. A <br /> photographic log is enclosed. <br /> • Wastewater from the outdoor processing area and storage buildings is collected in floor <br /> drains, which discharge to a series of wastewater disposal ponds (Figures 1, 3, 4). <br /> • The solids storage area located behind the winery contained approximately 4-5 cubic <br /> yards of diatomaceous earth. Storm water that falls on the storage area appears to drain <br /> towards the wastewater disposal ponds (Figure 2). <br /> • The wastewater disposal ponds are located adjacent to the railroad tracks south of the <br /> facility (Figures 3 & 4). No signs indicating wastewater disposal were observed in the <br /> vicinity of the wastewater disposal ponds. Discharge specification B.7 of Order 93-112 <br /> states, "Public contact with wastewater shall be precluded through such means as <br /> fences, signs, and other acceptable alternative". Therefore, Lodi Vintners is in violation of <br /> Discharge Violation B.7 of Order 93-112 and must install signs or fencing to preclude <br /> public access to the ponds. <br /> • Wastewater flow into wastewater ponds one and two is reportedly controlled by a slide <br /> gate. However, the gate was not visible due to the accumulation of algae and vegetation <br /> on the water surface. The accumulation of algae and vegetation on the water surface is a <br /> KARL E.
