Lodi Vintners - 2 - 23 August 2013 <br /> San Joaquin County <br /> violation of Discharge Specification B.6. of Order 93-112, which states, "Ponds shall be <br /> managed to prevent breeding of mosquitoes. In particular, <br /> a. An erosion control program should assure that small coves and irregularities are <br /> not created around the perimeter of the water surface. <br /> b. Weeds shall be minimized through control of water depth, harvesting, or <br /> herbicides...." Therefore the vegetation must be removed. <br /> • Flow between Ponds 3 and 4 is regulated by an overflow pipe set approximately two feet <br /> below the berm surface. <br /> • A four inch corrugated drain pipe was observed in the east bank of Pond 4 (Figures 7 & 8). <br /> No water was discharging from the pipe at the time of staff's inspection. The pipe appears <br /> to come from the slope above the ponds and based on the scour/erosion around the pipe <br /> outlet, a significant amount of water may discharge from the pipe into the pond. While the <br /> supply source of water to the pipe was not identified during the inspection, no organic <br /> material or odors were observed around the pipe outlet. Facility staff said they would <br /> investigate the origin of the pipe. The discharge of water to the wastewater ponds other <br /> than winery wastewater or storm water is not allowed by WDRs 93-112 and compromises <br /> the wastewater disposal system capacity. Therefore the discharge must cease <br /> immediately. <br /> • The center section of the south berm of Pond 4 has eroded away and wastewater is <br /> flowing into an unpermitted fifth pond (Figure 6). Discharge Prohibition A. 2. Of Order <br /> 93-112 states, "Bypass or overflow of untreated or partially treated waste is prohibited." <br /> Additionally, because of the erosion/overflow point, the pond does not meet the two foot <br /> freeboard requirement or WDRs Order 93-112. Discharge Specification B.8 of Order <br /> 93-112, which states, "Ponds shall have sufficient capacity to accommodate allowable <br /> wastewater flow, design seasonal precipitation, and ancillary inflow and infiltration during <br /> the non-irrigation season. Freeboard shall never be less than two feet, measured <br /> vertically." Therefore, Lodi Vintners is in violation of Discharge Prohibition A.2 and <br /> Discharge Specification 6.8. of Order 93-112. The southern berm of Pond 4 must be <br /> repaired to cease the overflow of wastewater and to restore pond storage capacity. <br /> Conclusions: <br /> Odors associated with wastewater were minimal in the vicinity of the wastewater ponds. <br /> However, insufficient maintenance has caused multiple violations of WDRs Order 93-112 and <br /> repair of the wastewater pond system is necessary to bring the facility into compliance with <br /> WDRs Order 93-112. <br /> Staff is concerned about the volume of wastewater in the wastewater ponds prior to the wet <br /> season. Generally, it has been staff's experience that because the primary wastewater <br /> generation season is typically August through September, by June and July one or more <br /> disposal ponds should be dry and undergoing seasonal maintenance (weed control, sludge <br /> cleanout and/or ripping). <br />
