Lodi Vintners <br /> 4 23 August 2013 <br /> San Joaquin County <br /> Additionally, Regional Board staff has reviewed air photos of the facility that appear to show a <br /> discharge pipe connecting Pond 4 to the unpermitted fifth pond. The pipe (which appears to <br /> have been located in the southern berm of Pond 4 at the location where staff observed <br /> significant erosion and signs of overflow) is not permitted by Order 93-112 and shall not be <br /> replaced unless and until Revised Waste Discharge Requirements are issued by the Regional <br /> Board. <br /> Required Corrective Actions: <br /> By 22 September 2013, Lodi Vintners shall submit a report and photographs certifying the <br /> following: <br /> 1. The southern berm of Pond 4 has been repaired. <br /> 2. All unauthorized discharges/overflows to the fifth pond have ceased. <br /> 3. Vegetation in and around the wastewater ponds has been removed/cutback and signs <br /> warning people of wastewater disposal have been posted around the ponds. <br /> Additionally, by 31 October 2013, Lodi Vintners shall submit an amended December/Annual <br /> monitoring report for 2012, a Pond Maintenance and Vegetation Control Plan, and a Disposal <br /> Pond Water Balance for the four permitted wastewater disposal ponds. <br /> The amended December/Annual monitoring report for 2012 shall contain all of the information <br /> required by Revised Monitoring and Reporting Program 93-112. If the information is not <br /> available the report shall state so and shall describe the actions that Lodi Vintners will take to <br /> ensure that future reports are complete and submitted on-time. <br /> The Pond Maintenance and Vegetation Control Plan shall describe monthly, quarterly, and <br /> annual maintenance that will be done to minimize and mitigate pond berm erosion, vegetation in <br /> and around the wastewater ponds, and sludge accumulation in the ponds. <br /> The Disposal Pond Water Balance shall evaluate the four disposal ponds' ability to provide <br /> sufficient capacity to maintain two feet of freeboard on a month-by-month basis with the <br /> maximum wastewater flow allowed by WDRs Order 93-112 (monthly average dry weather <br /> discharge flow of 50,000 gallons per day). The water balance must include monthly <br /> evaporation, precipitation, and percolation rates, and shall identify contributions from major <br /> sources to monthly discharge volumes such, storm water run-on from the crush/processing area <br /> and solids staging area. Rainfall shall be based on the 100-year, 365-day precipitation event. If <br /> the water balance identifies that inadequate storage and disposal capacity exists, then the water <br /> balance shall include a plan for reducing wastewater generation rates and/or disposing of <br /> excess wastewater off-site at an appropriately permitted wastewater treatment facility. The <br /> Disposal Pond Water Balance shall be prepared by, or under the supervision of, a California <br /> Registered Engineer, and signed/stamped by the registered engineer. <br />
