Union St. <br /> Stockton, CA 95202 <br /> San Joaquin County,Public Health Services, Environmental Health Division, (PHS/EHD) has completed it's <br /> review of the November 8, 1990 report entitled,"Final Remediation Plan," prepared by WHF Environmental <br /> Consultants, Inc. We have the following comments: <br /> 1., .y No analytical results have been submitted for piping associated with former underground <br /> storage tank #1 (5,000 gallons). Please provide these results to our office by August 30, <br /> 1991. <br /> 2. At the time of the removal of former tank#4 (50 gallons), it was noted that the tank had <br /> holes and that the soil was both odorous and discolored. Further investigation of this area <br /> is needed. <br /> 3. The leaching potential analysis in the LUFT Manual was used to evaluate contamination at <br /> this site. Seasonal high depth to groundwater is 35 feet(1986). The residual contamination <br /> associated with former tank#3 (500 gallons) failed the leaching potential analysis. A copy <br /> is enclosed for your information. Further investigation of the area will be necessary to <br /> define the extent of soil/groundwater contamination. <br /> •4. Inadequate information was provided describing transport of the stockpiled soil, associated <br /> with former tank #3, from 425 N. Union to 1320 W. Weber. Provide further details of <br /> transport, including dates of transport, hauling company, bills of lading and/or receipt of <br /> transfer by August 30, 1991. <br /> S. According to the report, 100 cubic yards were aerated daily. This is in violation of the San <br /> Joaquin County Air Pollution's letter of approval dated March 8, 1990, which states that, <br /> "no more than 54 cubic yards of contaminated soil shall be aerated during any one day." <br /> Provide this office with a copy of the daily log for the aeration of contaminated soil <br /> transported to the 1320 W. Weber location by August 30, 1991. <br /> 6. On October 13, 1989, you provided this office with a letter stating a Preliminary Report <br /> would be submitted to this office by November 30, 1989, and you referenced the use of <br /> "Regional Board Staff Recommendations" and the "LUPI' Manual," therefore, you must be <br /> aware of the reports and procedures outlined in these documents. Re-excavation of the <br /> former underground tank#3 pit took place in January 1990. The contaminated soil from <br /> this re-excavation was moved to 1320 W.Weber some time after that and,according to your <br /> report, treatment of the soil commenced on May 31, 1990. <br /> A Division of San Joaquin County Health Carr Se viccs <br />
