OC7 - 1 2 -- 90 PRI 1 G 1 1 W NF a " V IRON ME-1AL- P _
Brent Larson
Union Ice Company
Page: 2
Weber Street
The re-excavation work plan is to ' submitted by October 1$, 1990. We
believe the contaminated soil to be removed will be smaller than we are proposing,
however, a worst case scenario for soils excavation would be 5,000 to 7,000 yards with
3,000 yards to be remediated. Using 7,000 yards at $20.00 per yard as the cost of the
excavation and recompaction, this equals $140,000 plus 900 yards of gravel at $15,00
per yard equals $13,500. The soil remediation at $15.00 per yard x 3,000 yards equals
$45,000. The total cost of the soils cleanup equals $19$,500 (worst case). We,expect
the soils clean up to be less than half of our worst case scenario, or approximately
$100,000.
Groundwater Glean-up
We have discovered, through our soil vapor study, that groundwater has moved
significantly, and that the main body of contaminated water is 50' southeast of the
original spill. We will install an extraction well so as to intercept this water before it
goes under your warehouse. rA. groundwater extraction well, with a pump and
plumbing would cost around $15,000 - $20,000. Rental tanks to deal with free floating
product would cost about $5,004. An air stripping tower or carbon filters, if
necessary, for the life of the project would cost about $50,000 for the carbon or
$25,000 for the tower. The sewer discharge fees are unknown. The NPDES permit is
$10,000415,000 if one is required. The lab fees are unknown, and depend on the
County (estimated $1,500). The consulting fees would cost from $25,000 - $30,000.
The total estimated fees for groundwater would cost about $135,000 (worst case), but
anticipated costs are $95,000.
We will need your authorization to proceed with any of these activities, except
Union Street. We have a deadline set by the County to finish that project. Please call
if you have any questions.
Sincerely,
Steven J. Pumas, REA
WIO l3NMONMENTAL CONSULTANTS, INC.
SJF;sm
