Box 388 • Stockton, CAIS E <br /> 2091468-3420 <br /> BRETT CARSON MAILED <br /> UNION ICE LIMITED <br /> 6100 E SHEILA STREET <br /> LOS ANGELES CA 90040 <br /> Re: Union Ice Site Code: 241434 <br /> 425 North Union Street <br /> Stockton CA 95205 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHSIEHD) has completed <br /> review of the "Request for Closure of Stockpiled Soil' dated May 24, 1996 and prepared by ICF Kaiser. <br /> PHSIEHD has the following comments for your consideration. <br /> The stockpiled soil generated from the April 1993 excavation at 425 North Union Street, which <br /> comprised approximately 2,400 cubic yards, was transported to 1320 West Weber for remediation. <br /> The request for "closure of stockpiled soil' included the results of the April 26, 1996 sampling event. <br /> Soil samples were collected to further characterize, approximately 150 cubic yards, for off site <br /> disposal. Unfortunately, the samples which were collected from the stockpiled soil were collected <br /> without PHSIEHD inspection and were field composited rather than discretely sampled. PHSIEHD <br /> does not typically perform inspections of sampling events designed for off site disposal; however, for <br /> on site disposition or no further action, PHSIEHD requires site inspections. <br /> In order to verify that the samples, which were vertically composited, were representative of site <br /> conditions, PHSIEHD arranged for a site inspection on July 2, 1996. During the site inspection, Walter <br /> Floyd, who collected the April 26, 1996 samples, explained the compositing technique used and <br /> identified the sampling locations. PHSIEHD observed the locations and the typical soils that were <br /> encountered.
