PHS/EHD has the following comments for your consideration. <br /> Pursuant to a telephone request on November 13, 1995 from John Farr of ICF Kaiser for closure <br /> consideration, PHS/EHD stated that there was not sufficient information to warrant closure <br /> evaluation at this time. <br /> The quarterly report included the analytical results from the sampling of the contaminated <br /> stockpiled soil located at 1320 West Weber. The samples were collected to confirm the <br /> completion of remediation. Soil contamination continued to be evidenced with the highest <br /> concentrations located in the area of CS-13. Please evaluate the potential threat which the lower <br /> concentrations may pose to groundwater and evaluate additional treatment options vs disposal <br /> costs of the soil continuing to pose a threat to groundwater. <br /> The report also included groundwater sample results for the samples collected on July 27, 1995. <br /> Groundwater contamination, including TPH-gas and BTEX continues to be evidenced. Since the <br /> residual soil contamination associated with former tanks #3 and #4 is not characteristic of <br /> gasoline contamination, PHS/EHD thought it prudent to review historical information which <br /> could explain these results. <br /> Historical Information <br /> On August 22, 1989 four underground storage tanks were removed, including two 10,000 gallon <br /> gasoline underground storage tanks #1 and #2. Four soil samples were collected from beneath <br /> the tanks #1 and #2 at approximately 13 feet below grade. Approximately 40 feet of pipe <br /> associated with these tanks remained at the time, to be removed and sampled at a later date. It <br /> should be noted that the tanks were reportedly filled with water for some time prior to their <br /> removal. No contamination was observed at the time of removal nor was contamination <br /> detected during analysis of the samples collected. It should also be noted that no contamination <br /> was detected in the sample submitted for analysis in the area of former tank #4, yet significant <br /> contamination was evidenced in subsequent soil sampling performed at the request of PHS/EHD. <br /> A Division of San Joaquin County Health Care Services <br />
