425 North Union Street
Page 2
On March 2, 1990, a soil sample was collected at 14 feet for analysis of unknown fuels in the
area of tanks #1 and #2 with no contamination detected. On April 20, 1990, the piping '
associated with former tanks #1 and #2 was removed and three'soil samples were collected with
TPH-diesel detected in one of the piping samples of up to 78 ppm. PHS/EHD indicated that
based on available information, no additional investigation or remediation of contamination
observed associated with former tanks #1 and #2 was necessary.
Summary
Based on the type of groundwater contamination .which is currently observed in monitoring
wells, PHS/EHD requests additional soil investigation to verify that soil contamination does not
exist, associated with former tanks #1 and #2, which may be contributing to the TPH-gas
contamination evidenced.
Also, please note that Table 2 of the quarterly report contained an error in the detection limit for
TPH-oil which was .2 mg/I rather than .5 mg/l. Please make the correction so that subsequent
tables will not reflect this error.
Please submit a work plan to complete the soil investigation requested and the evaluation of the
residual soil contamination evidenced in stockpiled soil located at 1320 West Weber. Hopefully,
sufficient information should be available to evaluate the potential threat/continued
contamination of groundwater necessary for the preparation of a corrective action pian per the
Underground Storage Tank Regulations.
Please contact Mary Meays at (209) 468-0337 to schedule an inspection to observe the next
groundwater sampling event or to answer any questions which may be associated with this
correspondence.
Donna Heran, REHS, Director
Environmental Health Division
l
Mary Meays, Senior REHS Diane.M.
