1.0 INTRODUCTION <br /> This workplan outlines. procedures proposed -by ICF Kaiser Engineers to further <br /> _ investigate the lateral and vertical extent of petroleum hydrocarbon affected soil at the <br /> t <br /> former Union Ice facility located at 425 North'Union Street in Stockton, California. This <br /> additional investigation work is proposed to move the site toward closure. <br /> Ongoing groundwater monitoring at the.site over the past few quarters indicates <br /> that traces of TPH-g and TPH-d, andbenzene at concentrations above drinking water <br /> • maximum contamination limits (MCLS) exist in shallow groundwater. This workplan is <br /> prepared in response to a request from San Joaquin County.Public Health Services <br /> Environmental Health Division (PHS/EHD) in a letter dated November 22, 1995, to <br /> identify the source of the TPH-g contamination. <br /> i <br /> . k <br /> 2.0 - BACKGROUND <br /> The former Union-Ice.facility is located at-425 North Union Street, Stockton, <br /> California. The site is situated north of Lindsey Street, east of the Union Pacific Rail <br /> Lines, south of a vacant lot, and west of Union Street (Figure 1). Union Ice owned and. <br /> I, <br /> operated an ice manufacturing.plant on the site for over .100 years. In 1989, Arctic Ice ! <br />�. purchased .the facility from Union Ice. <br /> i <br /> Four single-wall steel underground.storage tanks, designated Tanks #1 through <br /> #4, were located on the site (Figure 2). Tanks #1 and #2 were 10,000-gallon fuel tanks f <br /> that reportedly contained gasoline (PHS/EHD, 1995). Tank #3 was a 500-gallon tank, <br /> which contained both fuel oil and gasoline prior to its reported decommissioning in late i <br /> 1940's (WHF, 1990). Tank #4 was a 250-gallon waste oil tank for used motor and <br /> compressor oils (WHF, 1990).
