OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of greater than 90 days or no accumulation start date: Outside, east of the compressor room,five 275-gallon totes,full of waste,were labeled"HAZARDOUS WASTE, QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE OF 9-17-19". In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE, QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE OF 6-2-20". In the boneyard, one 55-gallon container,with an unknown amount of waste,was labeled"HAZARDOUS WASTE, waste number 181, QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206"and did not have an accumulation start date. In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE" only and did not have an accumulation start date. One unlabeled, open, partially-full 55-gallon drum of solid dark treated paint waste was observed outside, east of the compressor room. This hazardous paint waste was sampled by the EHD and found to contain 51,000 mg/kg zinc. In the compressor room, one open, unlabeled,white 5 gallon bucket contained treated paint waste. This hazardous paint white solid waste was sampled by the EHD and found to contain 120,000 mg/kg zinc. REGULATION GUIDANCE: (a)a generator may accumulate hazardous waste on-site for 90 days or less (b)The beginning of the 90 day period is determined as follows: (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the first date on which any amount of hazardous waste begins to accumulate during that month. CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a repeat violation, Class II.
