S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 12/1/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> QUEST INDUSTRIES LLC 2518 E BOEING WAY, STOCKTON November 04, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days or no accumulation start date: <br /> Outside, east of the compressor room,five 275-gallon totes,full of waste,were labeled"HAZARDOUS WASTE, <br /> QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE <br /> OF 9-17-19". <br /> In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE, <br /> QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE <br /> OF 6-2-20". <br /> In the boneyard, one 55-gallon container,with an unknown amount of waste,was labeled"HAZARDOUS WASTE, <br /> waste number 181, QUEST INDUSTRIES, 2518 BOEING WAY, STOCKTON, CA 95206"and did not have an <br /> accumulation start date. <br /> In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE" <br /> only and did not have an accumulation start date. <br /> One unlabeled, open, partially-full 55-gallon drum of solid dark treated paint waste was observed outside, east of the <br /> compressor room. This hazardous paint waste was sampled by the EHD and found to contain 51,000 mg/kg zinc. <br /> In the compressor room, one open, unlabeled,white 5 gallon bucket contained treated paint waste. This hazardous <br /> paint white solid waste was sampled by the EHD and found to contain 120,000 mg/kg zinc. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations.
