From: Murphy,John @Waterboards<John.Murphy@Waterboards.ca.gov>
Sent: Monday, December 14, 2020 9:51 AM
To: Winner, Leona@DTSC<Leona.Winner@dtsc.ca.gov>; Meeks, Steven@Waterboards
<Steven.Meeks@waterboards.ca.gov>
Subject:San Joaquin County Request for Oversight-Quest Industries
EXTERNAL:
Good Morning Steve and Leona,
I have been in contact with John Alaniz from San Joaquin County Environmental Health. They recently inspected a
painting business (Quest Industries) and identified potentially contaminated soil. Subsequent soil sampling results
indicated elevated metals in soil on the east side of the property. The County has issued four class one violations and is
currently evaluating different enforcement options to decide the best path forward.
The County is now requesting State agency oversight to determine whether a soil removal action and/or investigation is
necessary. As a result, I had John Alaniz fill out a VCP Application request to get the process moving. I believe since this is
a heavy metals issue and impacts to waters are not yet identified, this is probably a DTSC-geared project.
The voluntary cleanup application is attached along with lab results, site photos, and email communication between
myself and the County.John Alaniz can be contacted by:
John Alaniz
San Joaquin County
Environmental Health Department
1868 E Hazelton Avenue
Stockton, California 95205
Email: lalanizl@siov.or
Phone: (209) 616-3053
Fax: (209) 468-3433
Once reviewed, please reach out to John and/or the responsible party for next steps. If you need additional information,
please feel free to also reach out to me as well. If you believe Water Board inclusion is also required, please let us know
so we can assign a case worker.
Thank you,
John T.
