Alaniz, John [EHD]
From: Alaniz, John [EHD]
Sent: Tuesday, December 15, 2020 3:06 PM
To: Joel McDonald
Cc: Backus, Garrett [EHD]
Subject: San Joaquin County Soil Cleanup
Attachments: 2020-11-30 VCP Application Quest Industries Stockton.docx
Hello Joel,
As you know, I took samples of discolored soil east of your manufacturing building on November 4, 2020 during the
hazardous waste generator inspection. The soil samples contained high levels of heavy metals. I discussed the sample
test results with our Central Valley Regional Water Quality Control Board (CVRWQCB) cleanup contacts. They had
several concerns regarding the high levels of heavy metals found in the soil samples.
The Department of Toxics Substances Control (DTSC) has a site mitigation and restoration program to handle oversight
of the soil cleanup. Here is their website: https://dtsc.ca.gov/brownfields/. Use this program by filling out the
attached form and returning to DTSC. The form will be reviewed and then the CVRWQCB and DTSC will delegate the
lead agency to oversee the cleanup.
Quest is required to evaluate and cleanup the contaminated soil under the oversight of the lead regulatory agency. Part
of the return to compliance for the hazardous waste generator inspection report is to dispose of the contaminated soil
and demonstrate that the cleanup is complete. If you agree, please read over the form, fill it out, and sign it.
Return a copy to me and Leona Winner via email.
