The City's Monitoring and Reporting Program(MRP) was revised on <br /> 27 February 2003 and this is the first report submitted under the revised MRP. Staff's review of the <br /> report revealed the following inadequacies: <br /> • Influent domestic wastewater flow rates are not recorded on a daily basis. <br /> • Influent industrial wastewater flow rates are not recorded on a daily basis. <br /> • Barium was not reported as an analyte in the standard minerals as required for influent industrial <br /> wastewater. <br /> • Trihalomethanes were not reported for influent industrial wastewater. <br /> • The industrial wastewater application rate is not recorded on a daily basis. <br /> • The industrial wastewater biochemical oxygen demand is not recorded on a daily basis. <br /> • The total nitrogen application rate uses a nitrogen concentration factor that appears to be too low. <br /> The calculation uses a concentration of 98.2 mg/L of total nitrogen; without flow weighted average <br /> data, the average of the four available sample events is 241.5 mg/L. This apparent error results in <br /> significant under reporting of the nitrogen loading rate. <br /> • In groundwater monitoring results nitrogen is not reported in the correct form; "Nitrogen as N" is <br /> incorrectly reported rather than"Nitrate as N." <br /> • The units for total coliform are not presented on the summary table and the laboratory sheet is not <br /> included. <br /> • TDS was not presented in the report; the data was obtained from the analytical laboratory by <br /> Regional Board staff. <br /> • Barium is not reported in the standard minerals analysis for groundwater. <br /> California Environmental Protection Agency <br /> Qd Recycled Paper <br /> The energy challenge facing California is real.
