The requirement for preparation of the report under the supervision of a <br /> California licensed engineer or geologist is included in the Reporting section of the Revised MRP. <br /> • The groundwater monitoring portion of the report is inadequate because the following items listed in <br /> the Revised MRP were not included: <br /> 1. Results of groundwater monitoring; <br /> 2. A narrative description of all preparatory, monitoring, sampling, and analytical testing activities <br /> for the groundwater monitoring. The narrative shall be sufficiently detailed to verify <br /> compliance with the WDR, this MRP, and the Standard Provisions and Reporting <br /> Requirements. The narrative shall be supported by field logs for each well documenting depth <br /> to groundwater; parameters measured before, during, and after purging; method of purging; <br /> calculation of casing volume; and total volume of water purged; <br /> 3. Calculation of groundwater elevations, an assessment of groundwater flow direction and <br /> gradient on the date of measurement, comparison of previous flow direction and gradient data, <br /> and discussion of seasonal trends if any; <br /> including spatial and temporal tends, with reference to summary <br /> 4. A narrative discussion of the analytical results for all groundwater locations monitored appended analytical reports (as applicable); data tables, graphs, and <br /> 5. A comparison of monitoring data to the groundwater limitations and an explanation of any <br /> violation of those requirements; <br /> 6. Summary data tables of historical and current water table elevations and analytical results; <br /> 7. A scaled map showing relevant structures and features of the facility, the locations of <br /> monitoring wells and any other sampling stations, and groundwater elevation contours <br /> referenced to mean sea level datum; <br /> 8. Copies of laboratory analytical report(s) for groundwater monitoring. <br /> The City of Ripon shall submit a revised March 2003 monitoring report no later than 22 June 2003. The <br /> revised monitoring report shall include all of the above information, including the groundwater <br /> monitoring analysis and interpretation by a California registered professional. H the City cannot submit <br /> certain data because it did not collect the samples, it shall so state. <br /> This is the City's third notice of violation for failure to submit monitoring reports that the City has <br /> received since 13 February 2001. Failure to submit monitoring reports is a serious violation and may <br /> lead to additional enforcement activities including imposition of administrative civil liabilities. On 13 <br /> February 2001 and 29 January 2003 the City was issued California Water Code (CWC) Section 13267 <br /> Orders to submit complete monitoring reports. As stated in those letters, failure to submit complete <br /> reports may result in enforcement actions, including an administrative civil liability (a fine) of up to <br /> $1,000 per day late. The City has currently incurred a potential penalty of$22,000 for the incomplete <br /> March 2003 report. All future monitoring reports shall be submitted as required by the Revised MRP, <br /> including the April 2003 self-monitoring report which is due on 1 June 2003.
