WDRs Provision E.6 states: <br /> The Discharger must comply with all conditions of this Order, including timely submittal of <br /> technical and monitoring reports as directed by the Executive Officer. Violations may result <br /> in enforcement action, including Regional Board or court orders requiring corrective action <br /> or imposing civil monetary liability, or in revision or rescission of this Order. <br /> In year 2002, the City has submitted a number of monitoring reports late or has combined multiple <br /> months into one report. The Reporting section of the MRP requires: <br /> Monthly monitoring reports shall be submitted the Regional Board, by the 2018 day of the <br /> following month. <br /> The City has also failed to monitor all the items required by the MRP. For example, no freeboard <br /> monitoring has been submitted for all of 2002, no water supply monitoring has been provided, and no <br /> groundwater elevation monitoring data has been submitted. Incomplete monitoring reports are described <br /> below: <br /> a The City has been late submitting monitoring reports for every month in 2002 except August. The <br /> first report for year 2002 was received 28 May 2002 (which included data from January to April),the <br /> second report was received 9 July(which included data from May), the third report was received <br /> 2 August 2002 (which included data from June), and the fourth report was received 13 September <br /> 2002 (which included data from July and August).
