The following lists the items not included in the monitoring reports: <br /> o Annual monitoring of domestic wastewater influent metals content not provided <br /> o For the industrial wastewater influent the following parameters were not reported: <br /> ■ Flow rate not reported for the entire year. <br /> ■ Second, third, and fourth quarters of BOD and COD were not reported. <br /> • Annual volatile organic compounds was not reported. <br /> • Annual metals monitoring was not reported. <br /> o Weekly freeboard measurements in the ponds have not been reported for the entire year. <br /> o Annual sludge metals monitoring was not reported. <br /> o For the water supply monitoring,the following parameters were not reported: <br /> ■ Quarterly total dissolved solids water supply monitoring has not been reported for the entire <br /> year. <br /> • Quarterly electrical conductivity of the water supply has not been reported for the entire year. <br /> • Annual volatile organic compound monitoring has not been reported. <br /> • Annual standard minerals monitoring has not been reported. <br /> ■ Annual metals monitoring has not been reported. <br /> o For groundwater monitoring,the following parameters were not reported: <br /> ■ Quarterly groundwater elevations have not been reported for the entire year. <br /> ■ Annual nitrate monitoring has not been reported. <br /> • Annual nitrite monitoring has not been reported. <br /> ■ Annual total Kj eldahl nitrogen monitoring has not been reported. <br /> ■ Annual total dissolved solids monitoring has not been reported. <br /> ■ Annual volatile organic compound monitoring has not been reported. <br /> ■ Annual metals monitoring has not been reported. <br /> ■ Annual coliform monitoring has not been reported. <br /> This is the second notice of violation for failure to submit monitoring reports that the City has received <br /> in less than one year. Failure to submit monitoring reports is a serious violation and may lead to <br /> additional enforcement activities including imposition of administrative civil liabilities. On 13 February <br /> 2001, the City was issued a letter stating that it is required to submit monitoring reports pursuant to <br /> Section 13267 of the California,Water Code. <br /> Section 13267 in part states: <br /> (b) (1)In conducting an investigation specified in subdivision (a), the regional board may <br /> require that any person who has discharged, discharges, or is suspected of discharging, or <br /> who proposes to discharge waste within its region, or any citizen or domiciliary, or political <br /> agency or entity of this state who has discharged, discharges, or is suspected of discharging, <br /> V:�b.u,o W.,Sim, .o,a�.,o�p,�,z,oW> <br />
