Wilma Ave. ENVIRONMENT HEALTH <br /> Ripon, CA 95366 PERMIT/SERVICES <br /> REQ VEST FOR A REPORT OF WASTE DISCHARGE, CITY OF RIPON WASTEWATER <br /> TREATMENT PLANT, SAN JOAQUIN COUNTY <br /> On 30 December 2002 you informed the Regional Board of plans to significantly change the character of <br /> the industrial wastewater discharged to the City of Ripon wastewater treatment plant(W WTP). <br /> Presently, the City accepts industrial wastewater from two industries,Nulaid and Nestles. Because the <br /> Nestles wastewater consists of groundwater extracted and treated prior to discharge,that wastewater is <br /> good quality and dilutes the concentration of the Nulaid wastewater. <br /> Waste Discharge Requirements (WDRs)No. 94-263 were adopted for the WWTP and describe the <br /> facility operation, including the industrial dischargers. In accordance with Standard Provision No. A.4.c, <br /> you recently informed the Regional Board that the City was considering discontinuing the Nestles <br /> discharge and replacing it with industrial wastewater from an electrical power generation facility. <br /> Because such a change would likely result in a considerable change in wastewater quality, a Report of <br /> Waste Discharge (RWD) must be submitted to allow revision of the WDRs prior to initiation of the new <br /> discharge. <br /> To initiate the WDRs process, please submit an RWD. The RWD consists of the enclosed Form 200 <br /> and a technical report that will serve as your response to Sections VI and VII of Form 200. Because the <br /> City already pays an annual fee,no application fee is required. The technical report must address all <br /> items listed on the enclosed sheet entitled "Additional Information Requirements" and must be prepared <br /> under the direct supervision of a California registered civil engineer. <br /> We have not specified a due date for the updated RWD. You may submit it at your convenience,but <br /> please note that it can take up to four months from receipt of a complete RWD to adoption of WDRs, <br /> and that a change in the wastewater quality discharged to the system will not be allowed until WDRs are <br /> adopted.
