A site
inspection photograph log is enclosed with this letter. The City is in the process of construction
activities at the wastewater treatment plant. All of the ponds located east of the existing headworks have
been emptied, scraped clean of sludge, and will be reconfigured into four large ponds.
The following observations were made during the site inspection:
• The City has purchased a parcel of land north of the corporation yard. The land will be developed
into a stormwater retention basin and a new City building.
• The City operates several wastewater lift stations, two of which are considered major lift stations.
The Acacia lift station is located near the wastewater system headworks, the other station is
located at Doak Boulevard. Both stations are equipped with redundant pumps, emergency
generators, and alarms. Mr. Ted Johnston stated that autodialers will be added to the lift stations
in the near future.
• All wastewater is being discharged to the interim ponds. Three brush aerators were installed in
the first pond, one brush aerator was installed in the second pond, and no aerators existed in the
third pond. No odor was noted in the vicinity of the ponds.
• The freeboard of all the ponds was acceptable. Some erosion was noted along the south shoreline
of the ponds.
• Wastewater is not chlorinated prior to disposal.
• Industrial wastewater is discharged to the City wastewater treatment system by Nestle and Nulaid.
The Nestle wastewater is generated by a groundwater extraction system being operated to cleanup
a groundwater solvent plume; the groundwater is treated prior to discharge to the City system.
Nulaid wastewater is generated in industrial activities and is discharged to the City system
without pretreatment.
• The industrial wastewater normally percolates and evaporates at the industrial wastewater
percolation area. The percolation area is located within the 100-year flood zone.
