Mr. Matt Machado, P.E. • -2 - • 13 February 2'001 <br /> Stanislaus River is at flood stage, industrial wastewater is discharged to the stormwater retention <br /> basins. <br /> • The industrial wastewater percolation area was in good condition but had considerable plant <br /> growth. According to Mr. Johnston, the City routinely discs the area when the soil is dry enough <br /> to allow equipment to enter the area. The plants that grow in the area are not harvested. Standing <br /> water was observed in the area of active outfall. No odors were noted at the industrial wastewater <br /> application area. <br /> • Other onsite ponds which are used for stormwater or industrial wastewater storage and disposal <br /> were dry. <br /> • A berm between the third domestic wastewater pond and an industrial wastewater pond had <br /> recently failed. The berm was repaired. <br /> The City has failed to submit any monitoring reports since 27 August 1999. This is a serious violation <br /> of the WDRs. During the site inspection,Mr. Ted Johnston reported that the City had collected the data <br /> but had failed to submit it to the Regional Board. <br /> Pursuant to Water Code Section 13267 of the California Water Code, the City shall submit a report that <br /> presents all the data collected since 1 August 1999. The report is due by 16 March 2001 and shall <br /> present the data in tabular format, with sufficient charting of the data to allow interpretation of the data <br /> trends. This shall be performed for the domestic and industrial influent/effluent data, and groundwater <br /> data. The City of Ripon shall submit the report pursuant to Section 13267 of the California Water <br /> Code. Failure to submit the reports, or submission of inadequate reports, may result in <br /> enforcement action, including fines up to $1,000 per day. In the meanwhile, the City shall <br /> immediately begin reporting monitoring data as required by the Monitoring and Reporting Program <br /> (MRP). The next monthly report is due on 20 February 2001. <br /> It is recommended that City representatives meet with staff of the Regional Board to discuss the planned <br /> construction activities and the proposed alternative to groundwater dewatering that was discussed as a <br /> measure to maintain a separation between the wastewater ponds and groundwater table. <br /> If you have any questions on this information, or to schedule a meeting, please telephone Tim O'Brien at <br /> (916) 255-3116. <br /> GARY M.
