P . ) , Tracy Plant . I expressed the <br /> following concerns: <br /> 1, I inspected the stormwater pond on 5 December 1984 and found <br /> that about 3 feet of water was covering the bottom of the <br /> pond, and that the sludges had not been excavated. G.P. had <br /> been ordered in the Cleanup and Abatement Order (C&A) , and <br /> requested on many occasions since the issuance of the C&A, <br /> to remove the sludge from the pond regardless of whether <br /> there is standing water in the pond. I requested this three <br /> times by telephone to Mike Goldstein since the rains began in <br /> mid October . G . P. stated in the letter of 29 October that <br /> sludge excavation was planned to begin on 18 November 1984 . <br /> 2 . The stormwater pond again has a large amount of water in it. <br /> I have previously informed . Mike Goldstein that G . P . <br /> should sample the pond again to help evaluate future <br /> disposal techniques . I said that when we receive these <br /> analyses , we may allow alternative disposal of this water. <br /> Samples had not been taken as of 5 December. 1984. I sug- <br /> gested that samples be taken and analyzed for ethylene <br /> glycol , metals , and analyzed by EPA methods 601 , 624 , and <br /> 625. <br /> 3 . on many occasions , we have requested that G .P. sample the <br /> stormwater in the storm sewer and analyze for contaminants as <br /> part of a Report of Waste Discharge. As of 5 December 1984 <br /> no such samples have been taken , and no Report of Waste <br /> Discharge has been received. I suggested that the same <br /> analyses as in 2 above be run. During my inspection on <br /> 5 December 1984 , the water in the stormwater system was being <br /> pumped into a percolation basin in violation of the Califor- <br /> nia Water Code . <br /> The only recent analyses which have been made on the sludges <br /> in the pond revealed that there was less than 1 . 5 ppm of <br /> chloroform in the sludges . Althoughti was told by Mike <br /> Goldstein that analyses showed less than 1.0 ppb , no other <br /> analyses have been performed. Analyses with a detection <br />
