GEORGIA PACIFIC MEETING -2- 10 December 1984 <br /> STORMWATER POND <br /> limit of 1. 5 ppm are not adequate to determine if a threat to <br /> ground water exists . ( Technology is available to determine <br /> levels of chloroform in sludges at 5-10 ppb. ) <br /> 5. The levels of chloroform in the ground water beneath the <br /> pond are up to 140 ppb . The sludge may still very well be <br /> still contributing to the ground water contamination. If <br /> this is the case, then the additional hydraulic head provided <br /> by the large volume of water ,again in the pond accelerates <br /> this process. <br /> 6. The C&A requires that: <br /> "Monthly reports describing, in detail, the progress of the <br /> ground water pollution and soil contamination investigation <br /> and cleanup and abatement shall be submitted to the Board and <br /> will be due on 1 December 1984 and on the first of each <br /> month thereafter until the Board determines that the required <br /> work has been completed. " <br /> As of 7 December 1984, no such report had been received. <br /> Mike Goldstein told me that he didn't realize that item was <br /> in the C&A. <br /> 7 . The communication between G. P. and the Regional Board has <br /> again broken down. on several occasions, Mike Goldstein has <br /> committed to call this office with progress reports and has <br /> not called. We have requested that G . P . submit written <br /> explanations of why certain tasks have not been completed so <br /> we could understand this apparent noncompliance . No such <br /> letters have been received. on 5 December 1984 Mike Gold- <br /> stein committed to submit a letter to this office responding <br /> to our concerns . Goldstein promised that we would receive <br /> this letter on 7 December 1984 . As of 7 December 1984 , no <br /> letter had been received. <br /> Summary: <br /> The above concerns include violations of the C&A. G.P. is once <br /> again moving very slowly, or not at all , to comply with the C&A. <br /> It is obvious to me that phone conversations are not effective. I <br /> am also concerned that although G . P. promised to cooperate , <br /> little action has been taken. I recommend that G.P. be required <br /> to report in writing to this office weekly on its progress, and <br /> that if progress is not satisfactory , that we pursue further <br /> enforcement action. <br /> DTW:aj <br />
