Board staff inspected the facility on <br /> 30 September and 8 November 2016. Due to the dynamic nature of the decommissioning, staff <br /> has worked with Musco personnel to visit the site at critical phases of the project. This <br /> inspection report covers the last two inspections conducted by staff. The purpose of the <br /> 30 September 2016 report was to observe how the mixing operation of residual pond liquids <br /> was progressing and to establish when this phase would be complete. The purpose of the 8 <br /> November 2016 site inspection was to observe the exposed leachate collection return system <br /> (LCRS) sand, and again to establish when the phase would be complete. <br /> September 2016 Site Inspection <br /> On 30 September 2016, staff met with Mr. Dennis Leikem of Musco to inspect the <br /> decommissioning of Pond A. As shown in the Photographs 1 through 8, a significant amount of <br /> pond solids required conditioning with dry soil to lower the liquid limit for hauling and final <br /> disposal. During this inspection, the mixing operation was being conducted by Musco <br /> contractors. Actual liquids remaining in the pond were pumped to Pond B by vacuum truck <br /> (Photo 7 and 8). Remaining liquids and solids were conditioned with dry soil and stockpiled <br /> along the southern berm of Pond A. <br /> During this inspection other areas of interest were inspected, including the side slope Geo-net <br /> drainage layer and underlying clay liner. As seen in Photos 3 through 6, the drainage layer <br /> appeared to be in three foot sections and not welded. The underlying clay liner making up the <br /> berms appeared to be dry with no observable desiccation. <br /> Following this inspection, Musco began hauling the solids to Altamont Landfill for disposal. <br /> Upwards of 4,000 cubic yards were eventually hauled off. Once solids and liquids were <br /> removed, the primary liner was removed. Staff did not observe the contractor perform the <br /> primary liner removal. <br /> KARL E.
