Musco Family Olive Company - 2 - 2 December 2016
Class II Site Inspection Report
November 2016 Site Inspection
On 8 November 2016 staff conducted a second site inspection connected with the
decommissioning of Pond A. Photograph 10 shows sections of the liner had not been
completely removed. As shown in Photographs 11 through 16, all residual liquids, solids, and a
majority of the primary liner had been removed. The LCRS sand was exposed and Musco had
performed sample collection of the sand for chemical analysis. Musco's contractor was
performing the last removal of soil and other residuals that would also be disposed of at
Altamont Landfill. Staff inspected the LCRS sand for possible staining or standing liquid. As
shown in Photograph 12, the sand appeared to be of uniform size and was relatively clean
looking. Musco is waiting for laboratory analysis of the sand prior to removing it from the pond.
Removal of the LCRS sand from the pond is a requirement of the approved clean closure plan
and not dependent on the laboratory results. Once the LCRS sand is removed, the secondary
clay liner will be exposed and sampled in accordance with the approved Clean Closure Work
Plan, Revision 3.0.
Next Steps
Musco has been communicating with staff when certain project phases have been completed
and the next phase will start. Currently, Musco intends to perform the removal of the LCRS
sand between the end of November and early December, weather dependent. Following
removal of the LCRS sand, the secondary clay liner and underlying native material will be
sampled in accordance with the approved Clean Closure Work Plan, Revision 3.0. Staff intends
to conduct a third inspection when the secondary clay liner is exposed and sampling is being
conducted.
Please call me at 916-464-4737 or email me at tdelfrate(a)-waterboards.ca.gov if you have
questions.
TODD A.
