R5-2002-0148
We have reviewed your Work Plan for Soil Characterization — One Million-Gallon Pond
(Work Plan), dated 2 July 2007. The Work Plan proposed a soil sampling and analysis plan to
characterize soil underlying the recently-emptied million-gallon pond. The million-gallon pond,
which historically stored olive processing wastewater, was recently replaced with a
200,000-gallon, covered, above-ground surge tank.
The Work Plan is acceptable, provided the following changes are made:
1. Add bicarbonate to list of parameters to be analyzed;
2. Use de-ionized waste extraction test (DI WET) method as described in §66700 of Title 22
of the California Code of Regulations for preparation of soil samples for analysis;
3. Remove obvious olive processing waste solids from the bottom of the million-gallon pond
prior to commencement of soil sampling; and
4. Propose additional sampling depths below the bottom-most proposed depth of 6' if there is
visual and/or analytical evidence that soil below this depth has been impacted.
If you have any questions regarding this letter, please contact Melissa Hall at (916) 464-4757.
STEVE E.
