Studley Company _ <br /> 17950 Via Nicolo Road 17950 Via Nicolo <br /> Tracy, CA 95376 Tracy, CA 95376 47 <br /> NOTICE OF VIOLATION, MUSCO OLIVE PRODUCTS, TRACY, SAN JOA QUIN COUNTY <br /> Staff has reviewed the self-monitoring reports submitted for the months of January, February, and March <br /> 2002 and have found numerous violations of revised Monitoring and Reporting Program(MRP)No. <br /> 97-037. The revised MRP was signed by the Executive Officer on 30 November 2001 and the MRP <br /> became effective on 1 January 2002. The violations are described below. <br /> January 2002 Monitoring Report <br /> For the industrial wastewater monitoring requirements the following deficiencies were noted: <br /> • Biochemical Oxygen Demand(BOD)was not reported on a weekly basis. <br /> • Total Settleable Solids (TSS) was not reported. <br /> • Nitrate as Nitrogen(NO3 as N)was not reported. <br /> • Total Kjeldahl Nitrogen (TKN)was not reported. <br /> • Total coliform was not reported. <br /> For the Wastewater Pond Monitoring the following deficiencies were noted: <br /> • Freeboard was not reported. <br /> • Dissolved oxygen in the pond was not reported. <br /> • Wastewater stored in other ponds (i.e. emergency pond or diesel pond) was not monitored. <br /> For the Land Application Area the following deficiencies were noted: <br /> • The hydraulic loading rate is described in hours of wastewater application and therefore does not <br /> allow calculation of BOD and Total Nitrogen(TN) loading rates. The revised MRP requires the <br /> loading rate to be presented in inches/acre/month. <br /> • The BOD loading rate is not presented. <br /> • The TN loading rate is not presented. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
