In a letter dated.9 June 2010, Central Valley Water Board staff
requested the Discharger to address deficiencies of the Detection.Monitoring Program (DMP)
associated with the Class If Surface Impoundments.
The work plan addresses the deficiencies discussed in the 9 June 2010 letter. As we
discussed during the teleconference on 29 October 2010, staff approves the work plan with
the following conditions:
1. Musco shall install a total of four intermediate zone wells to serve as detection
monitoring wells for the Class II surface impoundments.
2. Well MW-20R will be moved approximately 150 to 200 feet southeast of its proposed
location.
3. Another well will be installed approximately 100 to 150 southwest of well MW-18.
4. Musco shall evaluate a backup well location for the proposed background well
MW-19R. This evaluation is necessary in the event the proposed background well
location does not encounter the intermediate water bearing zone. If intermediate
groundwater is not encountered in boring MW-19R, then Musco shall report their
findings immediately to staff by phone or email.
5. As proposed in the work plan, Musco shall install intermediate groundwater monitoring
wells that fully penetrate the water bearing zone. The work plan proposes to screen the
entire thickness of the water bearing zone or 20 feet into the water bearing zone,
whichever is smaller, Musco proposes to set three to five feet of screen above the
California Environmental Protection Agency
e*Recycled Paper
