At this time, Musco has installed three groundwater monitoring wells MW-33,
MW-34, and MW-35 to address the requirement of Title 27, Section 20415(b)(B) to have: a
sufficient number of Monitoring Points installed at appropriate locations and depths to yield
groundwater samples from the uppermost aquifer that represent the quality of groundwater
passing the Point of Compliance and to allow for the detection of a release from the Unit.
The work plan addendum proposes to reinstall well MW-35, to accommodate the redesigned
foot print of the proposed Class II surface impoundments (i.e. Ponds C and D). Replacement
well MW-35R is proposed to be located downgradient of the Pond D sump. MW-35R will be
drilled and constructed to a depth that mirrors well MW-35. All well drilling, construction detail,
and permitting requirements will be performed in accordance with the revised Work Plan dated
9 December 2013.
Staff and Musco participated in a teleconference on 8 July 2014 to discuss the work plan
addendum. It is staffs understanding that well MW-35 has been destroyed in accordance with
the 8 May 2014 work plan addendum and that pond construction could begin the week of 7 July
2014. It was agreed during the teleconference that the proposed location of well MW-35R
would be drilled as close to the location of former well MW-35, at the toe of the berm of Pond D.
However, well MW-35R will not be installed until the berms of Pond D are constructed. This
would allow the location of well MW-35R to be pin-pointed as close as possible to the former
location of well MW-35 in hopes of providing a higher level of confidence of finding the
underlying water bearing zone previously identified.
Furthermore, the work plan addendum also proposes to install two piezometers. One
piezometer would be installed west of Pond D and one would be installed east of Pond D. The
reasoning for these piezometers is to establish a three well Detection Monitoring Program
(DMP) that would provide groundwater flow direction and gradient for the water bearing zone
identified at MW-35. Musco proposes to construct the piezometers with 2-inch diameter PVC
KARL E. LONGLEv ScD, P.E..CHAIR I PAMELA C.
