SUMMARY AND RECOMMENDATIONS
Because residual contamination is still present, a leaching potential
analysis was made. The conclusion is that it failed because no residual
compounds are allowed in the soil.. However; `the LUFT Task Force recognizes
that this goal is unattainable at many sites. Typically, due to the lack of
established scientific and technical knowledge, along with limited resources
available to the property owner: and local, state, and federal governmental
agencies, most cleanup actions cannot achieve a "zero" contamination level.
t
Since the results of most cleanup actions will yield some level of residual
contamination, the following assumptions apply:
1. Cleanup of all contaminated soil and dissolved product in groundwater is
not always necessary to protect public health and the environment.
However, it is desirable to clean up soils and groundwater to the
maximum extent. I
y
In consideration of the residual contaminations left behind and the minimal
impact on groundwater, I feel any further cleanup effort would be
unnecessary. Therefore, I recommend closure in the Tank 2 area.
REFERENCE: LUFT and Tri-Regional Guidelines4
t
i
r
i
I
I
f
f
I
{
5
4
I
f
