h <br /> 3.0 Tank T2 <br /> During a telephone conversation between Mr. Gregory Lyons and Mr. <br /> Erik Friedrich (WESTON) on December 18, 1989, Mr. Lyons expressed <br /> concern over the lack of analytical results for the Tank T2 <br /> backfill. This backfilling was conducted by Laura Scudders' tank <br /> removal contractor, Precision Industries, Inc. under permission <br /> from the Health Department. It is unknown whether this backfill <br /> sampled prior to placement. WESTON is in concurrence with Mr. <br /> Lyons that the backfill should be analyzed if it had not been. <br /> 4.0 Tank T3 <br /> In reference to Tank T3, Mr. Lyons expressed concern over both the <br /> TPH concentrations and the toluene concentrations detected within <br /> the soils. Each of these compounds are discussed individually in <br /> the following sections. One other concern of Mr. Lyons was in <br /> reference to the regulatory standard limits utilized within the <br /> WESTON report. The information source of the standards utilized in <br /> preparation of the report were as follows: <br /> Source 1 - The California Regional Water <br /> Hoard, Central Valle Quality Control <br /> Valley Region's s (CRWQCBQCB,CVR) Water <br /> Qaality objectives" and Hazardous and Designated <br /> Levels for Chemical Constituents, prepared by Jon <br /> B. Marshack, July 1985." <br /> }e Source 2 - The CRWQCB, CVR staff report entitled "The <br /> Designated Level Methodology For Waste <br /> Classification And Cleanup Level Determination", <br /> M dated October 1986 and as updated June 1989. <br /> Source 3 -- The CRWQCB, CVR staff report entitled "A <br /> Compilation of Water Quality Goals" dated May 1989. <br /> Source 4 - The Regional Board staff recommendations for the <br /> initial evaluation and investigation of underground <br /> tanks, Tri-Regional recommendations, dated June 2, <br /> 1988 and as updated May 18, 1989. <br /> Source 5 - The "Luft Manual", March 1989 Edition. <br /> Source 6 - The California Administrative Code, Title 22, <br /> Division 4, Article 11, Sections 66693 through <br /> 66763. <br /> Mr. Lyons requested that WESTON provide him with copies of these <br /> documents. However, taking into consideration the significant <br /> volume of these docur-tints, WESTON cannot provide the copies <br /> requested at our clients expense. Copies of these documents may be <br /> obtained by contacting the Regional Water Quality Control Board. <br />
