The following is an itemized list of hazardous waste violations that have not been <br /> addressed for CALIFORNIA CONCENTRATE CO as of May28, 2020. <br /> Open violations from February 25, 2020 inspection <br /> Violation#113-Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION Copies of consolidated manifest receipts from February 25, 2017- February 25, 2020 for <br /> hazardous wastes including used refrigerant oil from the servicing of the compressor performed by Sylvester's <br /> Construction Mechanical Engineering Co., used oil, and used hydraulic oil. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from February 25, 2017- <br /> February 25, 2020 and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective <br /> action statement to the San Joaquin County Environmental Health Department. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #114-Consolidated manifest receipts failed to contain complete information. <br /> OBSERVATION Consolidated manifest receipts found on-site for disposal of hazardous waste contained <br /> incomplete information. <br /> -A disposal receipt from Kludt Oil dated 07/23/18 for 100 gallons of used oil was missing the name and address of <br /> the receiving facility. <br /> REGULATION GUIDANCE: (4)All copies of each receipt shall contain all of the following information: <br /> (A) The name, address, identification number, contact person, and telephone number of the generator, and the <br /> signature of the generator or the generator's representative. <br /> (B)The date of the shipment. <br /> (C)The manifest number. <br /> (D)The volume or quantity of each waste stream received, its California and RCRA waste codes, the waste stream <br /> type listed in subdivision (c), and its proper shipping description, including the hazardous class and United <br /> Nations/North America(UN/NA) identification number, if applicable. <br /> (E) The name, address, and identification number of the authorized facility to which the hazardous waste will be <br /> transported. <br /> (F) The transporter's name, address, and identification number. <br /> (G)The driver's signature. <br /> (H)A statement, signed by the generator, certifying that the generator has established a program to reduce the <br /> volume or quantity and toxicity of the hazardous waste to the degree, as determined by the generator, to be <br /> economically practicable. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> Page 2 of 7 <br />
