S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 1/30/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AFFORDABLE AUTO REPAIR AND SMOG 1 121 S Wilson Way, Stockton January 28, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site on the west end of <br /> the facility: <br /> 1.A 55-gallon white poly drum storing used antifreeze,which contained an open black funnel inside of the drum's <br /> open bunghole(see photos IMG 0607-8). <br /> 2.A 55-gallon blue steel drum storing oily absorbent, oily rags, a used paper oil filter, and three drained metal oil <br /> filters(IMG 0611-2). <br /> 3.A 55-gallon black steel drum storing drained metal oil filters, at least two used paper oil filter, and drained <br /> transmission filters(IMG 0613-5). <br /> 4.A 55-gallon blue steel drum storing used paper oil filters and drained transmission filters(IMG 0616-7). <br /> 5. Two 55-gallon white poly drums, one adjacent to the other and storing used antifreeze (IMG 0618-21). <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste. Provide a corrective action statement and supporting documentation <br /> to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 505 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br /> OBSERVATION: The 200-gallon hazardous waste tank storing used oil does not have complete labeling. The tank <br /> was marked with an inaccurate accumulation start date of 2/11/2019 at the time of inspection (see photos IMG <br /> 0606-5).According to the facility's disposal records,the most recent used oil pick up was on 1/8/2020 (IMG 0635). <br /> REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words"Hazardous Waste"and <br /> the accumulation start date. <br /> CORRECTIVE ACTION: Label the hazardous waste tank with the accurate accumulation start date.
