SA-89- 10 Page Five ( 2) Planter areas shall contain , at a minimum , shrubs and/or living ground cover . Each planter area shall be of adequate size for the landscaping proposed and shall have adequate irrigation for that landscaping . Nonliving groundcover such as concrete , rocks , or bark is not permitted . ( 3) Details of an automatic and timed sprinkler system shall be shown . (4 ) All required landscaped areas shall be enclosed by either a concrete curb having a minimum height of six ( 6 ) inches or a wooden frame constructed from materials such as railroad ties or other heavy lumber materials such as railroad ties or other heavy lumber materials which measures not less than six ( 6) inches in diameter . g . Details of a landscaping and irrigation plan shall be shown on the Improvement Plan. As an alternative , three copies of a separate landscape and irrigation plan shall be submitted to the Director . In either case , landscape details shall include a key showing size , type , number , and spacing of all proposed plantings . Details of an automatic and timed sprinkler system shall be shown. All approved landscaping and sprinklers shall be in place prior to issuance of an occupancy permit . Landscaping shall be permanently maintained by the property owner . h. Parking lot regulations are required as follows : ( 1 ) All parking , drives , and maneuvering areas shall be surfaced with a minimum 2 1 / 2 inches of asphaltic concrete paving over six inches of rock base , or a specified by the Department of Public Works . Parking areas shall be properly striped to effect orderly use and circulation , in conformance with the Improvement Plan. ( 2) All parking areas shall be lighted . Lights shall be hooded to prevent glare onto adjoining properties .
