' STOCKTON COUNTY OF SAN JOAQUIN
METROPOLITAN DEPARTMENT OF AVIATION
.=_-'.I, .r-",..'AIRPORT George L.Spada
fore
Airport Manager
January 25 , 1989
Mr. Chet Davisson, Director
San Joaquin County Planning Division ''
1810 E. Hazelton Avenue
Stockton, CA 95205 1A
Attention : Mr . Richard Larrouy, Assistant Planner;,;,;.:_.; ;
Subject: Pre-Application No: SU-89-12
Applicant: Vernon R. Green
1629 Barcelona Avenue
Stockton, CA 95209
Gentlemen:
The San Joaquin County Department of Aviation (Stockton Metropolitan
Airport ) , has reviewed the above-referenced Pre-Application with
respect to those areas germane to the operations of the Stockton
Metropolitan Airport.
As with other proposed developments in and about Stockton Metropolitan
Airport, the Department of Aviation has serious reservations about a
project of this nature being located so close to the Airport operational
area. In fact, the Council of Governments/Airport Land Use Commission
Airport Area of Influence Boundary Map, shows this proposed project
well within the designated area .
Although the 65 db "community noise equivalent level " (CNEL ) contours
for Stockton Metropolitan Airport do not extend over the proposed
project, this area may be subjected to the "single event noise expo-
sure level " (SENEL ) as this project lies beneath a preferred air
carrier and business jet departure route for eastbound traffic .
As pointed out to your Division in previous correspondence regarding
projects proposed to be developed near the Airport, we believe there
are certain basic concerns that cannot be mitigated when projects of
this nature are proposed to be located so close to the Airport. Our
most basic concern and recommendation relative to this project, is as
follows :
AIRCRAFT NOISE & MITIGATING GUIDELINES :
With the proposed project being located only two miles from the
Airport, residents living in this area may be subjected to daily
aircraft noise during the daytime and evening hours . Consequently,
it goes without saying that there will be some residents living in
these homes that will be disturbed by aircraft noise and/or aircraft
overflight activity. As you know, the purpose of adopting the Airport
Land Use Commission Airport Area of Influence Boundary Map, was an
attempt to alleviate potential noise and safety problems within the
Airport environs both for people on the ground as well as for aircraft
utilizing the Stockton Metropolitan Airport.
5000 SOUTH AIRPORT WAY • TERMINAL BUILDING, ROOM 202 • STOCKTON, CALIFORNIA 95206 • (209) 982-4170
