Page 4 <br /> 1.H Conformance <br /> In accordance with §112.7(a)1 and§112.76) <br /> The state of California, HSC §25270.4.5, states that an owner or operator of a storage tank <br /> facility shall prepare a Spill Prevention Control and Countermeasure Plan (SPCC Plan) <br /> prepared in accordance Title 40 of the Code of Regulations, Part 112. <br /> This SPCC plan was written to conform with 40 CFR part 112 requirements. The facility <br /> therefore conforms with general requirements for oil storing facilities in California. <br /> PART 2. SPILL RESPONSE AND REPORTING <br /> 2.A Spill History <br /> In accordance with§112.7 <br /> In 2006, an overflow occurred at the grease trap tank located in Area B, see Appendix A, Figure <br /> A-4. The tank lid was open and heavy rain caused the tank to overflow. Measures to prevent <br /> any material from entering the storm drain system were instituted immediately. Absorbent <br /> material was used to solidify the spill and the material was then vacuumed and disposed of off- <br /> site. Lastly, the sidewalk and gutters were steam cleaned and the run-off was collected and <br /> disposed of off-site. <br /> There have been no other spills within the operating history of Dameron Hospital. <br /> 2.113 Spill Response Materials <br /> In accordance with§112.7(a)5 <br /> Each described area has a designated location where the spill response equipment is located. <br /> The location is labeled in Appendix A, Figures A-3 through A-5. The response equipment <br /> inventory for each facility includes: <br /> • Clean absorbent material <br /> • Absorbent waddles to contain any spilled material <br /> • Quick dry materials <br /> • Various brooms and shovels <br /> • Clean and empty 55-gallon drums for the liquid waste. <br /> 2.0 Spill Mitigation Procedures <br /> In accordance with§112.7(a)5 <br /> The following is a summary of actions taken in the event of a spill: <br /> 1. Check- Check the container or MSDS for instructions. Safety first, last and always. <br /> 2. Evacuate - Evacuate everyone from the area surrounding the spill (the entire room, if <br /> necessary); except for those responsible for the spill clean-up. Secure area and deny <br /> entry. <br /> 3. Personal Protective Equipment - If not already worn, put on personal protective <br /> equipment. <br /> 4. Confine Spill-Confine spill to initial spill area using appropriate control equipment and <br /> material. Encircle the spill with sand, vermiculite or any sorbent material. <br /> 5. Absorb Spill - Apply sorbent to spilled material (start at perimeter and work inwards). <br /> Mix spill clean up product with spill kit paddle or shovel until liquid is solidified. Allow <br /> material to saturate adding more as necessary.
