Page 2 <br /> 1.0 Description & Operations: <br /> In accordance with §112.7(a)3 <br /> The site is an independent community hospital licensed in the State of California as a general acute <br /> care hospital. <br /> The hospital provides general acute care services including emergency, in-patient/out-patient medical <br /> care, diagnostic and therapeutic services such as clinical laboratory and pharmacy. Dameron Hospital <br /> has been at this location and in operation since 1912. <br /> Dameron Hospital operates twenty-four hours a day, seven days a week. <br /> 1.D Oil Storage <br /> In accordance with§112.7(a)3(i) <br /> There are three (3) areas within the Dameron Hospital site where there is oil storage. In the Facility <br /> Diagram named Spill Prevention Control & Countermeasure Plan found in Appendix A, these three <br /> areas are identified as Area A, Area B, and Area C. This plan shows the location and size of the ASTs, <br /> the UST, the day tanks, and the grease trap tank described below. <br /> All storage tanks contain diesel products. The day tanks are UL approved with spill retention features. <br /> There are no tank drain valves on any of AST units. <br /> Area A—Central Utility Plant: <br /> This area is located west of the main hospital building and is bounded to the north by Magnolia <br /> Street, south by Acacia Street, and west by Edison Street. Area A has a 10,000 gallon above- <br /> ground storage tank (AST) and two (2) 150-gallon day tanks utilized by two (2) diesel powered <br /> generators. <br /> The 10,000-gallon AST sits on a concrete base and is located behind 10-foot masonry walls <br /> and locked doors. There is no ceiling or structure above the storage tank and thus, the AST is <br /> exposed overhead.This AST is a double walled UL approved tank with spill containment bucket, <br /> interstitial monitoring of tank bottom, and flow shut-off. The tank pump controls are within the <br /> generator room behind locked doors. <br /> The two (2) 150-gallon day tanks are inside the generator room behind locked doors. They are <br /> double walled UL approved tanks and sit on a concrete base. Both tanks have high and low <br /> liquid level alarms (§112.8(c)8(i)) monitoring fluid levels and leak detection, and they also have <br /> overflow alarms. The two SST Series day tanks are equipped with an overflow pipe back to the <br /> main storage tank— in this case the 10,000-gallon AST. <br /> The valves within this system have emergency fuel shut offs. <br /> Area B— Main Hospital Building: <br /> This area is located centrally within the Dameron Hospital Facility and is bounded to the north <br /> by Magnolia Street, east by Lincoln Street, and south by Acacia Street. <br /> Area B includes a 6,000-gallon underground storage tank (UST)that is exempt per §112.7(a)3 <br /> and a 275-gallon day tank that is located in a locked boiler room. There is also a 100-gallon day <br /> tank located in the boiler room, but it is permanently closed—see Section 1.E for definition. The <br /> 6,000-gallon UST is a double walled, fiberglass UL approved tank with high level alarms, <br /> interstitial detectors, concrete base construction, and piping leak detectors. <br /> Dameron Hospital <br /> Spill Prevention Control and Countermeasure Plan <br /> June 29,2020 <br />
