Page 3
Within Area B there is also a grease trap tank of approximately 250 gallons. This is located on
Magnolia Street and has an awning over it. In the Hazardous Waste Storage room, various
machine oils are kept on-site for operations and maintenance. All machine oils are stored in its
original containers on anti-spill pallets.
Area C—530 Building:
Area C is located south of the main hospital building, bound to the north by Acacia Street,
Harrison street on the west, Lincoln street to the east, and Poplar Street to the south.
This area has a 250-gallon above-ground storage tank(AST)with a generator inside an outdoor
enclosure. The 250-gallon AST is located within a UL approved secondary containment base
tank with high level alarms and interstitial monitoring of tank bottom.
The total maximum above ground storage is 10,945 gallons, and the maximum underground storage is
6,000 gallons. The total maximum storage at this site is 16,945 gallons.
1.E Permanently Closed Tanks
Per§112.2 Permanently Closed(1) and(2), permanently closed tanks refer to any tank at a facility
where:
1. All liquid and sludge has been removed from each container and connecting line
2. All connecting lines and piping have been disconnected from the container and blanked
off, all valves (except for ventilation valves) have been closed and locked, and
conspicuous signs have been posted on each container stating that it is a permanently
closed container and noting the date of closure.
Permanently Closed tanks are exempt from this plan per§112.1(d)2(ii)A.
1.F Drainage Pathway and Distance to Navigable Waters
In accordance with§112.8(b)
Dameron Hospital is stationed approximately half a mile north of McLeod Lake and half a mile south of
Yosemite lake, which are both connected to the San Joaquin River. With the quantities stored on site
and the countermeasures in place, it is unlikely that petroleum products will reach the waters in the event
of a spill (see Section III for more information). The storm drain catch basins located nearest the above
ground tanks are fitted with bio-filters to further reduce the amount of petroleum product that may enter
the system due to spills occurring during the re-filling operations. See Figure A-2 in Appendix A for the
exact location of these catch basins.
The municipal storm drains within Dameron Hospital discharge into Yosemite Lake.
1.G Security
In accordance with§112.7(g)
All locations are monitored by security cameras and security personnel 24 hours per day—tank sites
are well illuminated and are well secured.
Area A:
The 10,000-gallon AST is located at the Central Utility Plant behind a 10-foot masonry wall that
is kept locked. The fill unit is also key-locked. The two (2) 250-gallon day tanks are located
inside the generator room that is kept locked as well.
Dameron Hospital
Spill Prevention Control and Countermeasure Plan
June 29,2020
