Item No . 2 <br /> PC : 2-5-87 <br /> SA-87-13 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The application was filed as a result of enforcement action by <br /> the Planning Division following a complaint (EN-87-44) . On <br /> October 1 , 1986, the application was submitted under the Site <br /> Approval provisions of the GA zone . Subsequently, on October 31 , <br /> 1986 , the Planning Division issued a "Public Notice" intending to <br /> approve the Site Approval request on November 12 , 1986 . In <br /> response to that notice, a number of letters were received which <br /> expressed concern over potential health and fire hazards, <br /> rodents, and trash problems . Because of those concerns, the <br /> matter was referred to the Planning Commission for public hearing <br /> on January 8 , 1987 . The matter was continued to February 5 , <br /> 1987 , to permit the applicant time to attempt to resolve those <br /> concerns . <br /> The Planning Division has also met with the applicant and <br /> suggested that a more isolated location away from residential <br /> parcels would minimize potential land use conflicts. It would be <br /> better located in an area strictly agricultural in nature with no <br /> nearby residences. <br /> POLICY CONSIDERATIONS : <br /> General Plan- <br /> The project site is designated Agriculture on the General Plan. <br /> The area immediately to the west is designated General <br /> Industrial . <br /> Zoning• <br /> The parcel is presently zoned GA-40 (General Agriculture) , <br /> which permits, under Section 9-4102 ( 1 ) (d) , " . . . agricultural <br /> services essential to the use of the land for agricultural <br /> purposes . " Staff determined that the proposed use was con- <br /> sistent with this provision, and the application was accepted <br /> accordingly. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use • <br /> The project site, containing 8 . 27 acres, is already in use for <br /> grape vine storage . The easterly two-thirds is in vineyard. <br /> Except for the area to the west and northeast , the site is <br />
