A winery, packing sheds , and a manufac- <br /> turing facility are in the immediate vicinity. <br /> The City of Lodi Planning Commission reviewed the project at <br /> its meeting of December 8 , 1986 , and noted the following con- <br /> cerns: <br /> 1 . An investigation should be conducted to determine if this <br /> vine storage is an agricultural or industrial use . <br /> 2 . The Local Health District should report on possible health <br /> hazards from this type of storage. <br /> 3 . A determination should be made on what constitutes tem- <br /> porary storage, since the vines have already been on the <br /> property from 18 to 24 months. <br /> As noted under "Zoning, " staff determined that the proposal was <br /> appropriate in the agricultural zones. The other concerns <br /> regarding health hazards and what constitutes temporary storage <br /> have been clarified in the suggested "Conditions, if Approved. " <br /> Operational Characteristics : <br /> See "Project Description. " <br /> Landscaping/Fencing: <br /> The applicant proposes a thickly planted oleander screen to <br /> shield the site from all residences in the vicinity. This <br /> requirement , in conjunction with limiting the height of the <br /> stacked grapevines to six feet , will minimize any visual <br /> impact . <br /> FACILITIES/SERVICES : <br /> Sewage Disposal , Water Supply, and Storm Drainage: <br /> No public services exist or are proposed. Drainage is natural <br /> and is not proposed to be altered. <br /> Fire - <br /> The area is served by the Mokelumne Rural Fire Distict . The <br /> District noted that there must be 20-foot lanes between piles, <br /> and the piles of vines must be no larger than 50 feet by 50 <br /> feet . They also recommend that the piles be no higher than 20 <br />
