7.1 MITIGATION MONITORING PROGRAM <br /> Transportation <br /> Table 7.1 continued <br /> Timing or <br /> Person/ Frequency <br /> Monitoring Agency of <br /> Impact Mitigation Measure Requirements Responsible' Monitorings <br /> 4.14-1(c) The project sponsor should establish a Transportation Approve TDM plan. SJCCDD; SP <br /> Management Organization (TMO) to carry out requirements SJCDPW <br /> of the countywide TRO within the project. The TMO <br /> should establish and implement a site-specific Travel <br /> Demand Management (TDM) plan, including ongoing <br /> funding and monitoring and inclusion of TDM elements in <br /> lease agreements. The plan should, at a minimum, meet <br /> requirements of the County's Congestion Management <br /> Plan. <br /> 4.14-1(d) The project sponsor should provide on-site facilities and Review at SP stage. SJCCDD SP; O <br /> amenities to promote and facilitate use of alternatives to the unsure compliance <br /> single-occupant vehicle for longer trips to and from the after construction. <br /> project site. These facilities should include: <br /> • Provision of numerous park-and-ride lots at appropriate <br /> locations within the project (12 sites have been identified <br /> by the project sponsor, as shown in Figure 4.14-5). Site <br /> design should include bus loading areas and transit rider <br /> safety and comfort amenities (e.g.. sheltered benches, <br /> lighting, bus schedules, transit information numbers, and <br /> waste receptacles). <br /> • Provision of a bus transit center in the town center area <br /> (see Figure 3.7). The transit center should provide <br /> comprehensive transit information. including information <br /> such as route maps: service frequencies of local transit <br /> service over the course of the day: maps, schedules. and <br /> phone numbers concerning connections to regional transit <br /> providers (e.g. BART, AC Transit, Contra Costa County <br /> Transit Agency) and shuttle service to and from <br /> employment centers: and information about disabled <br /> access provisions on transit lines servicing the center. <br /> • Promotion. with State and County assistance, of lanes for <br /> priority HOV access to/from the project site (e.g.. HOV <br /> bypass lane at metered on-ramps to 1-580 at Grant Line <br /> Road and 1-205 at Patterson Pass Road). <br /> • Provision of bus pullouts and shelters along potential bus <br /> routes within the project site. Bus schedules should be <br /> posted at all bus stops. <br />
