ATTACHMENT C-1 <br /> FINDINGS SPECIFIC TO THE GENERAL PLAN AMENDMENT AND <br /> MITIGATION REQUIREMENTS IDENTIFIED IN THE FINAL EIR <br /> WHICH REQUIRE COMPLIANCE AT THE GENERAL PLAN AMENDMENT STAGE <br /> Introduction: <br /> This attachment supplements Attachment C. In addition to the findings in Attachment C, the following <br /> potentially significant impacts were identified for mitigation at the General Plan Amendment stage. Each <br /> of these potentially significant impacts are summarized below, followed by a finding and statement of fact <br /> that details how each of these impacts are addressed to a level of insignificance at the GPA stage. <br /> An excerpted mitigation monitoring table follows these findings. This table includes all those identified <br /> for mitigation at the GPA stage. The complete mitigation monitoring table is included as Attachment A. <br /> The remaining impacts, which have not been addressed in either Attachment C or C-1, are included by <br /> reference in the proposed text amendment addition that is part of Attachment B, and which is repeated <br /> below: <br /> Subsequent plans (including but not limited to Specific Plans, Public Financing Plans, Public <br /> Services and Facilities Plans) shall specifically address all mitigation measures identified in the <br /> Mountain House General Plan Amendment EIR (ER-91-1). If, as a result of project modifications, <br /> mitigation measures are no longer required, or can be modified, these changes shall be <br /> specifically called out in the applicable subsequent environmental documentation. <br /> In addition to the findings provided by staff in Attachments C and C-1, the applicant has submitted <br /> findings on all remaining impacts in Attachment C-2. These findings are specific to all of the remaining <br /> impacts that the mitigation monitoring table(Attachment A) identifies as requiring mitigation at subsequent <br /> application stages. These are impacts that are potentially significant but which are capable of being <br /> mitigated to a level of nonsignificance. <br /> Potentially Significant Impacts Requiring Mitigation at the General Plan Amendment Stage: <br /> A. LAND USE AND AGRICULTURE <br /> 1. Impact 4.1-1: Development of the proposed project would result in the loss of approximately 3600 <br /> acres of Prime Farmland. <br /> Mitigation Measure 4.1-I(b): All required findings must be made by the Board in order to cancel <br /> the Williamson Act Contracts. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: This mitigation measure requires that all findings be made by the Board of <br /> Supervisors before approving the proposed contract cancellations. This, in fact, must be <br /> completed by the Board after they take final action on the Commission's recommendation for the <br /> Mountain House General Plan Amendment. <br /> Attachment C-1 C1-1 (PC: 4-9-92) <br />
