Statement of Fact: Conflict with policies of the plan have been mitigated through the revision of <br /> the text of the Plan as delineated in Attachment B, especially Policy 11 under New Town Policies. <br /> 2. Impact 4.2-1: The project would conflict with many of the County's proposed policies of the <br /> Revised Draft General Plan 2010 as well as with policies of the adopted Land Use/Circulation <br /> Element of the General Plan. <br /> Mitigation 4.2-1(k): If a Community Commercial area is to be located north of Byron Road, more <br /> mixed uses should surround this designation. Altematively, only one Community Commercial <br /> district should occur. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: The 'mitigated' or revised land use diagram which is the subject of this <br /> amendment has made the revisions required in this impact and mitigation measure. <br /> 3. Impact 4.2.-2: The project could result in the redirection of growth away from urban and rural <br /> communities identified in the County General Plan. Such redirection of growth could have <br /> significant fiscal ramifications for existing urban and rural communities. <br /> Mitigation 4.2-2: This mitigation language recommends redesignating lands around the Tracy <br /> Planning Area in the General Plan 2010 process. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: This impact and mitigation measure should have been qualified by staff prior <br /> to publication of the Draft EIR. The underlying assumption that the proposed Mountain House <br /> new town would attract growth away from the City of Tracy over the 20-year planning period is <br /> not accurate. Some amount of growth may be attracted by the Mountain House project away <br /> from the City in the short term. However, by the end of the 20-year planning period, the net effect <br /> upon the Tracy Community is not anticipated to be significant. Under the Proposed Project <br /> scenario for the County's Draft General Plan 2010, new community development is viewed as a <br /> phenomenon which would generate additional housing supply within the County. In other words, <br /> the amount of growth projected to occur within the Tracy Community (i.e., the current City limits <br /> and fringe areas) under the proposed project scenario would be the same with or without the <br /> development of Mountain House. <br /> C. WATER SUPPLY <br /> 1. Impact 4.4.1-4: The projected available supply of water to the project site is less than the project <br /> demand and could result in an inadequate water supply for the project. <br /> Mitigation 4.4.1-4(d): Overall water demand could be decreased by a reduction in project density. <br /> Finding: Changes or alteration have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Attachment C-1 C1-3 (PC: 4-9-92) <br />
