Statement of Fact: This impact and mitigation measure would only be needed if other strategies <br /> did not reduce total water demand to the 8125 of/yr described in the FEIR. As described in the <br /> text of the staff analysis and as specified in the mitigation monitoring table, the applicant will be <br /> required to complete the required annexation and reorganization with BBID to ensure that the <br /> entire site is served by the district before approval of any subsequent plans. Further, the Public <br /> Services and Facilities Plan will detail the provision and treatment of water to ensure that there <br /> will be adequate supplies and quality community-wide before any additional planning approvals <br /> are granted. At this stage, specific quantity and distribution of reclaimed water will be developed <br /> with the necessary technology detailed to accomplish it. If water cannot be effectively reclaimed <br /> at the quantities now proposed, it is possible that some of the existing riparian rights may need <br /> to be developed. If this occurs, a new environmental assessment will be required. <br /> D. VISUAL QUALITY <br /> 1. Impact 4.8-1: The proposed project would replace a 4,667-acre agricultural portion of the County <br /> with a built environment and would significantly alter the existing rural visual quality of the site as <br /> seen from local roads. <br /> Mitigation 4.8-1(a): A major visual setback should be provided to maintain an agricultural gateway <br /> into San Joaquin County. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FOR to a <br /> insignificant level. <br /> Statement of Fact: By definition, any new town creates an urban landscape far different from <br /> undeveloped agricultural fields. If the Commission and Board of Supervisors determine that it is <br /> appropriate to designate this area for new town development, then a policy decision has been <br /> made that this location is appropriate for urban development. This does not negate the need to <br /> provide a visually pleasing gateway for motorists entering the County at this location. Staff, in <br /> fact, recommends that a 200-foot-wide landscaped buffer be included along the 1-205 corridor to <br /> mitigate visual and noise impacts. The applicant's revised land use diagram incorporates this <br /> landscaped area and rearranges land uses as well so that the nearest residential land uses are <br /> outside of high noise contours. Subsequent plans, especially the Specific Plan, will be required <br /> to address specific land uses and height limitations to preserve and enhance vistas. <br /> E. POPULATION, HOUSING, AND EMPLOYMENT <br /> 1. Impact 4.11-4: The proposed project would capture demand for some residential and <br /> nonresidential land uses that would otherwise go to the City of Tracy. <br /> Mitigation 4.11-4: The reduction of population and employment growth in Tracy that results from <br /> implementation of the proposed project cannot be mitigated unless the project is denied or the <br /> project becomes a part of the City of Tracy. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: See the discussion under 4.2-2 above. The DER is not accurate in its <br /> assumption that population will be pulled from the City of Tracy over the 20-year planning period. <br /> Attachment C-1 C1-4 (PC: 4-9-92) <br />
