ATTACHMENT C-2 <br /> FINDINGS AND <br /> STATEMENTS OF OVERRIDING CONSIDERATIONS <br /> COUNTY OF SAN JOAQUIN, CALIFORNIA <br /> MOUNTAIN HOUSE/NEW TOWN GENERAL PLAN AMENDMENT <br /> The following information is presented to comply with the <br /> requirements of the California Environmental Quality Act <br /> (California Public Resources §§ 21000 et sea. ; "CEQA" ) , and <br /> also the requirements in Sections 15091, 15092 and 15093 of the <br /> state CEQA guidelines (California Code of Regulations, <br /> Title 14 , §§ 15000 et seg. ) . Reference is made to the Final <br /> Environmental Impact Report ( "FEIR" ) for an amendment to the <br /> San Joaquin County General Plan, the eventual construction of <br /> the Mountain House New Town on 4 , 667 acres in western San <br /> Joaquin County, and the cancellation of Williamson Act <br /> contracts for 2 , 920 acres of the New Town site ( "Project" ) , <br /> which FEIR is the primary source of information provided below <br /> and is incorporated herein by this reference. The County of <br /> San Joaquin ( "County" ) , the Lead Agency under CEQA, has <br /> approved the General Plan Amendment, cancelled the Williamson <br /> Act contracts and adopted the Findings listed below. All of <br /> the mitigation measures listed in conjunction with each finding <br /> will be implemented by the Project applicant ( "Applicant" ) or <br /> the County, resulting in the Project having no significant <br /> adverse environmental impacts , except for those items listed on <br /> the following pages for which Statements of Overriding <br /> Considerations have been adopted. <br /> [Findings addressed in Attachments C and C-1 are identified <br /> below. ] <br /> I . POTENTIALLY SIGNIFICANT IMPACTS OF THE PROJECT <br /> WHICH ARE AVOIDED OR SUBSTANTIALLY LESSENED <br /> A. LAND USE AND AGRICULTURAL ISSUES <br /> A-1 . Potentially Significant Impact • Urban/Rural Conflict <br /> [Impact 4 . 1-21 <br /> Conflicts between urban/rural land uses would occur, <br /> particularly where agricultural operations abut <br /> residential development . Such conflicts could result in <br /> conversion of agricultural lands outside the Project Site <br /> boundaries to non-agricultural uses . <br /> d� <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect. <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br />
