ATTACHMENT C-2 FINDINGS AND STATEMENTS OF OVERRIDING CONSIDERATIONS COUNTY OF SAN JOAQUIN, CALIFORNIA MOUNTAIN HOUSE/NEW TOWN GENERAL PLAN AMENDMENT The following information is presented to comply with the requirements of the California Environmental Quality Act (California Public Resources §§ 21000 et sea. ; "CEQA" ) , and also the requirements in Sections 15091, 15092 and 15093 of the state CEQA guidelines (California Code of Regulations, Title 14 , §§ 15000 et seg. ) . Reference is made to the Final Environmental Impact Report ( "FEIR" ) for an amendment to the San Joaquin County General Plan, the eventual construction of the Mountain House New Town on 4 , 667 acres in western San Joaquin County, and the cancellation of Williamson Act contracts for 2 , 920 acres of the New Town site ( "Project" ) , which FEIR is the primary source of information provided below and is incorporated herein by this reference. The County of San Joaquin ( "County" ) , the Lead Agency under CEQA, has approved the General Plan Amendment, cancelled the Williamson Act contracts and adopted the Findings listed below. All of the mitigation measures listed in conjunction with each finding will be implemented by the Project applicant ( "Applicant" ) or the County, resulting in the Project having no significant adverse environmental impacts , except for those items listed on the following pages for which Statements of Overriding Considerations have been adopted. [Findings addressed in Attachments C and C-1 are identified below. ] I . POTENTIALLY SIGNIFICANT IMPACTS OF THE PROJECT WHICH ARE AVOIDED OR SUBSTANTIALLY LESSENED A. LAND USE AND AGRICULTURAL ISSUES A-1 . Potentially Significant Impact • Urban/Rural Conflict [Impact 4 . 1-21 Conflicts between urban/rural land uses would occur, particularly where agricultural operations abut residential development . Such conflicts could result in conversion of agricultural lands outside the Project Site boundaries to non-agricultural uses . d� Finding: Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect. as identified in the FEIR to a non-significant level . These mitigation measures are listed below.
