• The storm water collection system must be designed <br /> and constructed to prevent erosion and minimize <br /> pollutant loading . This system must be described in <br /> the Specific Plan. <br /> • The Community Services District for the proposed <br /> Project must prepare as part of the Specific Plan, <br /> and implement , a Best Management Plan to : 1) prevent <br /> non-storm water from entering the storm water <br /> collection system; 2) minimize the discharge of <br /> pollutants into the storm water collection system, <br /> and, 3) prepare for prompt and effective response to <br /> accidental spills into the storm drain system. <br /> • An emergency response plan must be prepared for the <br /> Project to provide immediate and effective <br /> containment and cleanup response to accidental spills <br /> and illegal dumping of materials into the storm drain <br /> system. The emergency response plan must be approved <br /> by the San Joaquin County Office of Emergency <br /> Services prior to Project construction. <br /> • See FEIR, Section 4 . 4 . 3 . <br /> K-2 . Potentially Significant Impact • Mountain House Creek <br /> Riparian Habitat <br /> [Impact 4 . 4 .3-21 <br /> The modifications proposed for Mountain House Creek could <br /> damage the existing riparian habitat or prevent the <br /> establishment of a healthy riparian habitat . <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. Another <br /> agency shares responsibility for implementing these <br /> measures (Department of Fish and Game) . <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must apply for and comply with a <br /> Streambed Alteration Agreement from the California <br /> Department of Fish and Game ("CDFG") . <br /> • Streambed modification and riparian vegetation <br /> proposals must be prepared at the Specific Plan stage <br /> and must be subject to approval by the County and <br /> CDFG. <br /> C2-23 <br /> 0189r/0202r <br />
