Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • A preliminary Hazardous Materials Business Plan must <br /> be developed and included in the Specific Plan, to <br /> address material stored, used, and generated by the <br /> proposed wastewater treatment plant . <br /> • In addition, prior to design of the wastewater <br /> treatment plant , chemicals for wastewater treatment <br /> operations must be carefully selected to minimize the <br /> potential for risk of upset . The selected chemicals <br /> must be identified in the Specific Plan. The <br /> chemical handling and storage facilities in the <br /> wastewater treatment plant must be designed to <br /> provide secondary containment and safety features to <br /> minimize and effectively mitigate accidental releases . <br /> • See FEIR, Section 4 . 4 . 2 . <br /> K. PUBLIC UTILITIES/STORM DRAINAGE <br /> K-1 . Potentially Significant Impact • Discharge Into Mountain <br /> House Creek and Old River <br /> [ Impact 4 . 4 . 3-11 <br /> The storm water discharges into Mountain House Creek and <br /> Old River could contain pollutants that may adversely <br /> impact the beneficial uses of Old River . <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant envifonmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must submit an NPDES permit application <br /> for storm water discharge associated with an <br /> industrial activity to the RWQCB, Central Valley <br /> Region, at least 30 days prior to the commencement of <br /> construction of the Project and comply with all <br /> requirements specified in the NPDES permit .
