Finding : Changes or alterations have been required in,
or incorporated into, the Project which avoid or
substantially lessen the significant environmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below.
Statement of Fact : The impact will be reduced by the
following :
• A preliminary Hazardous Materials Business Plan must
be developed and included in the Specific Plan, to
address material stored, used, and generated by the
proposed wastewater treatment plant .
• In addition, prior to design of the wastewater
treatment plant , chemicals for wastewater treatment
operations must be carefully selected to minimize the
potential for risk of upset . The selected chemicals
must be identified in the Specific Plan. The
chemical handling and storage facilities in the
wastewater treatment plant must be designed to
provide secondary containment and safety features to
minimize and effectively mitigate accidental releases .
• See FEIR, Section 4 . 4 . 2 .
K. PUBLIC UTILITIES/STORM DRAINAGE
K-1 . Potentially Significant Impact • Discharge Into Mountain
House Creek and Old River
[ Impact 4 . 4 . 3-11
The storm water discharges into Mountain House Creek and
Old River could contain pollutants that may adversely
impact the beneficial uses of Old River .
Finding: Changes or alterations have been required in,
or incorporated into, the Project which avoid or
substantially lessen the significant envifonmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below.
Statement of Fact : The impact will be reduced by the
following :
• The Applicant must submit an NPDES permit application
for storm water discharge associated with an
industrial activity to the RWQCB, Central Valley
Region, at least 30 days prior to the commencement of
construction of the Project and comply with all
requirements specified in the NPDES permit . This
submittal must be addressed in the Specific Plan.
C2-22
0189r/0202r
