Potentially Significant Impact : Detention Ponds <br /> [ Impact 4 . 4 . 3-41 <br /> The accumulation of floating debris and petroleum <br /> residual in detention ponds could create a nuisani-e <br /> condition (e.g . , odors , mosquito infestation, and <br /> excessive algae growth) and cause adverse aesthetic <br /> effects . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Surface barriers near the inlets to detention ponds <br /> must be provided to contain floating debris and <br /> residual hydrocarbon within a small area of the <br /> basins to allow for easier cleanup. The performance <br /> standards and design features to achieve containment <br /> must be included in the Specific Plan. <br /> • Landscaping in and around detention ponds must be <br /> maintained free from litter and in healthy condition, <br /> including, where feasible, native drought tolerant <br /> plants . Landscaping plans and maintenance activities <br /> must be described in the Specific Plan. <br /> • Equipment for removing floating debris and cleaning <br /> up petroleum products from the basin must always be <br /> available within the Project site. Description of <br /> the equipment and other necessary materials should be <br /> provided in the Specific Plan. <br /> • Frequent inspection of detention ponds (e.g . , daily <br /> during rain storms, weekly during dry periods) must <br /> be conducted and the findings recorded. Inspection <br /> objectives, types of activities , approximate <br /> frequencies of inspections , and recordkeeping plans <br /> must be included in the Specific Plan; a detailed <br /> description of inspection activities must be <br /> C2-25 <br /> 0189r/0202r <br />
