The identification of this impact as a "significant <br /> unmitigable" impact in Section 2 of the FEIR is incorrect . <br /> • The FEIR identifies this as a significant unmitigable <br /> effect on page 2-23 [Impact 4 . 6-61 but does not <br /> identify it as "significant unmitigable" in the <br /> summary of such impacts in Section 6 . 4 (page 6-22) . <br /> In fact , the staff does not consider this impact to <br /> be significant after mitigation, and the County has <br /> never identified seismic impacts in the County as not <br /> being capable of mitigation to insignificance for a <br /> properly constructed structure. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • Project residents and workers must be made aware of <br /> the seismic hazards associated with the area and <br /> informed of ways to reduce these hazards . The <br /> Applicant should develop and implement a community <br /> earthquake preparedness plan, to assist in the goal <br /> of community education. <br /> • Although the risk cannot be fully mitigated, it is <br /> similar to or less than that experienced in most <br /> nearby areas , including the Bay Area. <br /> O. HYDROLOGY AND WATER QUALITY <br /> 0-1. Potentially Significant Impact • Flooding <br /> [ Impact 4 . 7-11 <br /> Proposed structures and facilities on the Project site <br /> could be inundated by potential flooding within the <br /> 100-year flood plain. <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • The levees protecting the Project Site must all be <br /> thoroughly inspected, evaluated, and improved, as <br /> necessary, prior to any development within the <br /> portion of the Project Site currently designated as a <br /> 100-year flood zone.
